SEYMOUR — First Selectman Kurt Miller has proposed a $52 million budget for fiscal 2013, a 3.7 percent increase with about $250,000 in new initiatives.

Miller’s proposal includes $16.6 million for town operations, $4.9 million for debt service and $30.8 million for education.
